Abstract

Fishing villages face severe depopulation and aging issues, making it essential to provide safe and stable living conditions for attracting youth and women. This presentation highlights how the Guryongpo digital twin pilot project supports such settlement. In the first year, ship safety monitoring using CCTV and LiDAR and environmental pollution prediction services created a secure environment for newcomers to engage in fisheries and daily life with confidence. In the second year, flood prediction during storms and real-time pedestrian safety alerts further enhanced the daily safety of women and family settlers. Additionally, the fisheries distribution optimization service offered economic opportunities by enabling young returnees to link fisheries with business ventures. Together, these efforts move beyond technology deployment to tangible improvements in safety, livelihood, and opportunity, making fishing villages more attractive and sustainable places for youth and women to settle and thrive.
